To support our joint vision and desired outcomes in the treaty negotiations, we have developed these policy recommendations for the Second Session of the Intergovernmental Negotiating Committee on Plastic Pollution (INC-2).
This document builds on our submission of 6th January 2023 to the INC, and further details our positions on key elements that the Business Coalition would like to bring to the attention of governmental delegations attending INC2, including our assessment of how these have been reflected in the ‘options paper’ prepared by the INC secretariat (UNEP/PP/INC.2/4) mentioned above.
This document was developed in close collaboration with a Policy Working Group co-chaired by business representatives, and through an extensive consultation with the Members of the Coalition.
The draft treaty text includes a (sub-)section related to this focus area, but the proposed provisions do not reflect the Business Coalition’s recommendations.
The draft treaty text proposes provisions that are at least partly aligned with the Business Coalition recommendations, but some major changes still need to be incorporated and/ or it lacks the necessary references to develop technical specifications to make them meaningful, operational and enforceable.

The draft treaty text contains both the legal provisions and the technical specifications needed to help governments to implement harmonised and effective regulations in line with the Business Coalition’s recommendations.
